Qualifications

• US Citizenship is required for this position due to federal contract requirements and/or eligibility for a U.S. government security clearance.
• In-depth knowledge of project management methodology including budget development, project planning, control and assurance methodologies, and finance and accounting concepts and practices.
• Demonstrates excellent understanding of project finance, accounting or business administration.
• Ability to independently plan and manage the detailed execution of a construction project by interpreting documents, drawings, and specifications.
• Expert level knowledge of Primavera P6.
• Proficient in Project Performance tools (EcoSys).
• Excellent teamwork and collaboration skills for fast-paced environments with shifting priorities.
• Excellent written and oral communication skills.

Responsibilities

• Ensure compliance with internal procedures and federal/government regulations; gather progress data to update mid-to-high complexity projects.
• Evaluate and update data on schedule dates, percent complete, resource requirements, subcontractor commitments and accruals.
• Review schedule progress and productivity of resources.
• Develop time-phased project cost and resource forecasts; validate costs; update requirements as needed.
• Monitor progress of deliverables and expenditures vs forecasts; produce Earned Value Management reports.
• Perform financial analyses, variance, risk and profit/loss analyses; prepare non-routine financial reports.
• Document and assess impact of changes on cost/schedule baselines.
• Manage Project Managers portfolios and projects internationally.
• Develop and maintain integrated critical path schedules per contract; raise early warning signals.
• Generate and analyze earned value reports; conduct portfolio analysis on On Time Delivery and RPE.
• Use document management protocols for project docs.
• Provide technical guidance and training to junior staff; may supervise junior engineers.
• Perform other duties as required.
