Job summary

IREX in Washington, DC seeks a Senior Program Officer II to lead complex programs for the Community College Initiative. You will oversee workstreams, manage budgets, ensure compliance, and guide teams to deliver measurable impact.

Qualifications

• 8+ years of progressive experience supporting or managing complex programs, projects, or initiatives, including implementation planning, deliverables, budgets, compliance, reporting, and stakeholder engagement.
• Ability to oversee multiple workstreams, set priorities, meet deadlines, and deliver high-quality results.
• Experience supervising staff, delegating responsibilities, providing guidance and feedback, and fostering accountability.
• Proven ability to build and maintain relationships with donors, participants, partners, and government counterparts.
• Strong financial management skills, including budget development, forecasting, expenditure monitoring, and compliance with donor requirements.
• Experience designing and delivering convenings, trainings, workshops, and site visits.
• Experience building partnerships between colleges and employers and translating workforce needs into program design.
• Demonstrated ability to use data and feedback to monitor progress and improve programs.
• Experience developing recruitment/outreach campaigns to achieve objectives.
• Excellent written and oral communication, including reports, briefs, and external correspondence.

Responsibilities

• Oversee major workstreams from planning through closeout, ensuring quality, impact, and timely delivery.
• Lead participant, partner, and stakeholder engagement, representing IREX in meetings and coordinating communications.
• Manage budgets, procurement, and subawards, ensuring compliance with donor and US Government requirements.
• Guide and develop team members, provide coaching, and foster a collaborative, results-driven culture.
• Identify opportunities to deepen partnerships and contribute to new program development and growth.
