Goldschmitt and Associates is seeking an Executive Program Manager to lead the Federal Student Aid Foundational Services Support program and serve as the senior embedded leader driving the transition from project-centered delivery to a product-centered operating model.

This role combines program leadership with executive-level product transformation, stakeholder alignment, and organizational change, working with FSA leaders, product owners, system owners, contractors and other stakeholders to

Qualifications

• 15+ years of progressive leadership in complex technology programs or mission delivery.
• Experience transforming organizations or operating models.
• Strong grasp of product management, governance, and iterative delivery.
• Track record managing executive stakeholders and aligning priorities.
• Excellent facilitation, communication, and decision-support skills.
• Ability to operate with senior government executives, contractors, and stakeholders.
• Experience managing performance, risk, schedule, and delivery accountability.

Responsibilities

• Provide executive leadership for the FSS program across performance, schedule, risk, and resources.
• Interface with FSA leadership to keep work aligned to priorities and outcomes.
• Lead the transition from project-based to product operating model.
• Establish governance, planning, reporting, and risk management processes.
• Coach leaders on product leadership, prioritization, and lifecycle management.
• Coordinate across business, product, operations, security, data, and contractors.
