Job summary

Goldschmitt and Associates LLC (G&A) is seeking an Executive Program Manager to lead the Federal Student Aid Foundational Services Support program and drive the transition from project-based delivery to a product-centered operating model. You will align governance, decision rights, and roadmaps with FSA leaders, owners, and contractors.

The role requires senior government-facing leadership, deep understanding of product management and modernization, and the ability to translate complex policy

Qualifications

• Significant executive-level leadership in large, multi-organization technology programs.
• Experience guiding organizational/operating-model transformation.
• Strong grasp of product management, governance, and iterative delivery.

Responsibilities

• Provide executive leadership for the FSS program across performance, schedule, risk, and resources.
• Interface with FSA leadership to ensure alignment with priorities and outcomes.
• Lead transition from project-based to product operating model.
• Establish governance, planning, reporting, and risk-management processes.
• Coach leaders on product leadership, prioritization, and outcome-based governance.
• Coordinate across business, product, operations, security, data, and contractors.
• Drive cross-organizational issue resolution and roadmap discussions.
• Ensure roadmaps and backlogs align with mission outcomes and user needs.
• Manage program risks, dependencies, and readiness conditions.
• Provide executive communications to FSA leadership and stakeholders.
