Goldschmitt and Associates is seeking an Executive Program Manager to lead the Federal Student Aid Foundational Services Support program and to drive the shift from project-centered delivery to a product-centered operating model.

The role combines program leadership with executive-level product transformation, stakeholder alignment, and organizational change, partnering with FSA leaders, product owners, system owners, contractors, and other stakeholders to establish governance and

Qualifications

• 15+ years of progressive leadership in complex technology programs.
• U.S. citizenship and ability to pass a 6C Public Trust.
• Senior federal executive or comparable experience.
• Experience with large federal financial/benefits tech environments.
• Experience working with OMB, GAO, and major federal systems integrators.
• Experience leading modernization during mission-critical initiatives.

Responsibilities

• Provide executive leadership for the FSS program across performance, schedule, risk, and resources.
• Interface with FSA leadership to align work with priorities and outcomes.
• Lead transition from project-based to product operating model.
• Establish governance, planning, reporting, and risk-management processes.
• Coach leaders on product leadership, prioritization, and outcome governance.
• Coordinate across FSA business, product, operations, security, data, and contractors.
• Deliver executive communications and performance reporting to stakeholders.
• Identify organizational, product, technology, and delivery barriers.
