Qualifications

• Executive-level leadership experience in a large, complex technology or enterprise transformation.
• Proven success guiding enterprise-scale transitions from project to product-based delivery.
• Deep expertise in product strategy, governance, and operating models.
• Ability to influence senior leaders and multi-vendor delivery ecosystems.
• Experience with Design Thinking, agile methods, and metrics-driven outcomes.
• Strong communication, facilitation, and stakeholder-management skills.

Responsibilities

• Serve as a senior enterprise advisor to leadership on transitioning to product‑led delivery.
• Shape agency-wide product governance, ownership, intake, and roadmaps.
• Assess maturity, identify gaps, and design scalable transformation strategies.
• Coordinate systems integrators, partners, and delivery teams toward common outcomes.
• Coach leaders on strategy, prioritization, and data-informed decision-making.
• Lead executive workshops and reviews to move teams toward user-centered outcomes.
• Develop repeatable product frameworks and governance playbooks for sustainability.
