The role requires senior government-facing leadership, deep understanding of product management and modernization, and the ability to translate complex policy

Summary:

Goldschmitt & Associates is seeking an Executive Program Manager to lead the Federal Student Aid Foundational Services Support program and serve as the senior, embedded leader for FSA's transition from project-centered technology delivery to a product-centered operating model.

This role combines overall program leadership with executive-level product transformation, stakeholder alignment, and organizational change. The Executive Program Manager will be accountable for integrated program performance while working directly with FSA leaders, product owners, system owners, contractors, and other stakeholders to establish the governance, decision-making, operating rhythms, and product-management practices necessary to sustain FSA's modernization.

The Executive Program Manager must understand how large federal organizations operate and be able to translate product-management concepts into practical changes that work within a complex environment of contracts, policies, technology platforms, mission priorities, and multiple major systems integrators.

Job Duties and Responsibilities:
  • Provide overall executive leadership for the FSS program, including performance, schedule, risk, resources, stakeholder coordination, and delivery
  • Serve as G&A's primary program-level interface with FSA leadership and ensure work remains aligned to FSA priorities and desired outcomes
  • Lead implementation of FSA's transition from project-based execution toward an enduring product operating model
  • Establish integrated governance, planning, reporting, decision-support, risk-management, and escalation processes across the program
  • Coach FSA leaders and product owners on product leadership, decision rights, prioritization, lifecycle management, and outcome-based governance
  • Coordinate across FSA business, product, operations, security, architecture, data, system-owner, and contractor organizations
  • Drive decision accountability and resolution of cross-organizational issues and dependencies
  • Facilitate executive and cross-functional working sessions, including product strategy, operating-model, prioritization, and roadmap discussions
  • Ensure product roadmaps, backlogs, delivery plans, and supporting technical work remain aligned to mission outcomes and user needs
  • Manage integrated program risks, dependencies, assumptions, issues, and readiness conditions
  • Provide executive communications and performance reporting to FSA leadership and other stakeholders, including OMB when required
  • Partner with the Executive Product SME to identify organizational, product, technology, and delivery practices that impede FSA's transition to product-based management
  • Ensure mentorship and knowledge transfer result in sustainable FSA capabilities rather than long-term dependence on contractor personnel
Necessary Skills and Knowledge:
  • Significant executive-level experience managing large, multi-organization technology programs and contractor/vendor ecosystems
  • Demonstrated experience leading organizational or operating-model transformation
  • Strong understanding of product management, technology modernization, governance, and iterative delivery
  • Experience managing executive stakeholders and resolving competing organizational priorities
  • Exceptional facilitation, communication, negotiation, and decision-support skills.
  • Ability to operate effectively with senior government executives, technical leaders, contractors, and mission stakeholders
  • Experience managing program performance, risk, schedule, financial considerations, reporting, and delivery accountability
Minimum Qualifications:
  • Possess at least 15 years of progressive leadership experience in complex technology, digital transformation, program management, or mission-delivery environments
  • Possess the ability to pass a 6C Public Trust investigation, including US citizenship
Preferred Qualifications:
  • Senior federal executive or comparable experience
  • Experience with large federal financial, benefits, lending, servicing, or citizen-facing technology environments
  • Experience working with OMB, GAO, Congressional stakeholders, or major federal systems integrators
  • Experience leading modernization during high-profile or mission-critical initiatives
