Job summary

AtkinsRéalis is seeking a Program Controls Manager to lead cost and schedule oversight on a major pharmaceutical mega campus project across TX/AL/VA/PA/OH/IN/WI. You will manage staff, develop budgets, and drive risk-based forecasting using EVM, Monte Carlo analysis, and integrated schedules.

You will oversee bid reviews, cost control, and supplier interfaces, guiding cross‑functional teams to meet milestones and optimize cash flow while delivering high value for a complex program.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Accounting, Finance or a related field.
• 20+ years professional experience in project controls or program management.
• Experience working on multi-billion-dollar programs.
• Pharmaceutical industry experience; also will consider experience in other heavy process industries.

Responsibilities

• Manage staff co-ordination and workload and directly supervises and mentors the project controls team as a subject matter expert.
• Manage, revise, and maintain status of the detailed project cost estimate/forecast across all phases of project execution.
• Track and analyze project costs including budgets, commitments, actuals, accruals, and forecasts with variance analysis and risk evaluation.
• Participate in development and improvement of project controls systems and suggest improvements to tools and methods.
• Establish a project work breakdown structure aligned with industry best practices.
• Assist in bid reviews to ensure cost control requirements are included in contracts and purchase orders.
• Interact with other project groups on cost codes, PO commitments, change orders.
• Assist in creating detailed budgets and cash flow projections.
• Work with scheduling staff to develop and update integrated detailed project schedules.
• Lead risk management processes from identification to mitigation and reporting.
• Ensure all contract deliverables and deadlines are met with senior management support.
• Identify long lead items and resource constraints early and plan start dates.
• Produce forecasts of total costs and monthly cash flow with variance explanations.
