Job summary

University of Maryland, Baltimore (UMB) seeks a Program Administrator for the Institute of Human Virology's Division of Clinical Research to provide strategic direction and oversee administrative, financial, and operational functions supporting the division's mission. The role includes budgeting, grants/contracts management, space and facilities coordination, and leadership of administrative staff.

A Bachelor’s degree is required; a Master’s degree is preferred, with eight years of related

Qualifications

  • Bachelor’s degree in program administration, public administration, finance, marketing, accounting, human resources, or related field.
  • Master’s degree preferred.
  • Eight (8) years of experience in administrative and financial operations.
  • Five (5) years of direct supervisory or management experience.
  • Annual financial disclosure required by Maryland State Law.

Responsibilities

  • Provides senior level program administration to a program or organized research center. Achieve objectives of a program/center with campus impact through subordinate staff in all program functions (financial, research, administration, outreach).
  • Works with department chairs on strategic plans and business development for the program/center; ensures compliance with laws and university policies.
  • Drives strategic planning to achieve long-term University goals; prepares budget; negotiates grants/contracts; approves expenditures.
  • Designs and implements program policies; measures results against standards; makes adjustments.
  • Oversees facility space, communications, furniture design, and planning of renovations; liaises with Facilities Management.
  • Oversee all financial objectives for the program/center; directs proposals and awards; collaborates to ensure high-quality service.
  • Oversee hiring and staff development; performance accountability.
