Job summary

DCCA is seeking a Product Owner Analyst to lead a product team and align delivery with CMS Medicare/Medicaid programs. The role requires strong SAFe experience, technical background, and clear communication to diverse stakeholders.

Candidate must obtain Public Trust, with a salary range of $120k–$150k in Maryland and a comprehensive benefits package including healthcare, retirement, and education support.

Qualifications

• 9+ years in one or more technical disciplines (e.g. architecture, process re-engineering, development, verification).
• 3–7 years working on teams in an Agile SAFe development environment.
• 2–3 years supporting CMS Medicare or Medicaid programs.
• Analysis of user stories for impacts to security and 508 compliance.
• Collaborating in a multiple contractor environment.
• Exceptional communication skills, verbal and written, with ability to convey complex information to varied audiences.

Responsibilities

• Lead a product team to define and complete program objectives.
• Delegate or act as the Scrum Master for the product team.
• Collaborate with the RTE to plan releases and sprints, and manage/prioritize the Product Backlog.
• Perform business/systems analysis for user stories.
• Refine product backlog based on analysis and collaboration.
• Evaluate existing or interfacing systems and provide analysis and recommendations on system integrations.
