Job summary

DCCA is a veteran-owned IT business delivering solutions to government agencies and commercial clients since 1982. The Product Owner Analyst will lead a product team, collaborate with RTE, and manage the backlog to align deliverables with program objectives.

The role requires extensive Agile experience and strong communication skills to coordinate across contractors, CMS stakeholders, and training teams while driving efficient, compliant software solutions.

Qualifications

• 9+ years in one or more technical disciplines.

Responsibilities

• Lead a product team to define and complete program objectives.
• Delegate or act as the Scrum Master for the product team.
• Collaborate with the RTE to plan releases and sprints and manage the Product Backlog.
• Perform business and systems analysis for user stories.
• Refine product backlog based on analysis and collaboration.
• Evaluate existing or interfacing systems and provide analysis and recommendations on systems integrations.
• Identify modifications and improvements to enhance efficiencies and performance of existing system features.
• Identify core business needs and decompose and document in concepts of operation, briefings, and user stories; document business rules and construct use cases and workflow diagrams as needed.
• Facilitate meetings between stakeholders, developers, and product owners.
• Support testing activities, as needed, including execution of test plans and reporting defects using systems such as JIRA, BigPicture, and Test Rails
• Monitor progress against deliverables, employing effective risk and issue management strategies
• Develop and maintain effective working relationships with CMS stakeholders and other contractors
• As needed collaborate with training team and provide post-implementation support
