Job summary

Optum in Minnesota seeks a licensed behavioral health professional with deep knowledge of the state Medicaid system to lead benefit management and program strategy. You will collaborate across MBH/Optum teams, monitor policy changes, and ensure contract compliance while guiding stakeholders through renewals and RFPs.

You will manage complex initiatives, lead teams, and drive improvements in Medicaid services, balancing regulatory requirements with deliverable outcomes.

Qualifications

• Independent, current, and unrestricted Minnesota License in behavioral health with 5+ years of experience
• Be a licensed Clinician
• Experience with Minnesota’s behavioral health system including mental health, substance use, and developmental disabilities services
• Experience with managed care principles, models, and financing
• Experience in public sector mental health or nonprofit community mental health with Medicaid knowledge
• Experience building teams, facilitating collaboration, and talent retention
• Proficient data analytics skills; ability to identify gaps and trends
• MS Word, Excel, PowerPoint, Teams proficiency; web-based applications understanding
• Residence in Minnesota
• Travel as needed
• Driver’s license and reliable transportation

Responsibilities

• Representing all MBH and Optum departments with the customer
• Lead behavioral health benefit management for MN Medicaid
• Stay informed of MN DHS benefit and process changes and ensure implementation
• Monitor MN Legislature & Federal changes impacting Medicaid and MN DSNP LOB; ensure compliance
• Lead MN DHS annual contract review and implementation of changes
• Interface with Payer Performance Channel
• Coordinate BH Ops and ECS including reporting and ad hoc requests
• Participate in strategic initiatives and program planning with BH Ops for MN Medicaid
• Participate in MBH Team leadership group
• Ensure Medicaid contracts meet state requirements
• Coordinate with Client/Account Management, Network Management and Product Sales
• Support product direction around contract renewals or RFPs
• Promote Medica and Medica Behavioral health via community marketing and state meetings
• Collaborate with Optum and Medica Compliance teams
• Support MN Medicaid: contract review, reporting, claims inquiries, audits
