Job summary

City of New York’s Department of City Planning seeks a Senior Procurement Analyst to handle procurement requests, draft specifications, and manage contracts in PASSPort and FMS. You will work under the Agency Chief Contracting Officer to ensure adherence to PPB Rules and city directives.

Qualifications

• A baccalaureate degree or higher in a related field.
• Experience in procurement, contract negotiation/management preferred.
• Strong knowledge of procurement rules and city/county directives.

Responsibilities

• Analyze procurement requests to determine appropriate methods and ensure detail accuracy.
• Support agencies to meet purchasing needs in compliance with policies.
• Coordinate with Fiscal and business units to address funding and technical requirements.
• Process purchases using PASSPort, FMS, and related portals.
• Draft specifications and RFPs ensuring conformity to mandates.
• Initiate and manage purchase orders, amendments, and renewals.
• Perform data entry, maintain procurement trackers, and generate reports.
• Manage MWBE compliance and contract performance evaluations.

Education

Bachelor's degree from an accredited college or university

Associate degree or 60 semester credits with 12 months procurement experience

Two years of experience with a high school diploma or equivalent
