Job summary

The City of Goldsboro is seeking a Purchasing Specialist to manage the acquisition of materials, equipment, supplies and services. You will develop bid specs, issue solicitations, evaluate quotations and ensure compliance with city policies and regulations.

Minimum qualifications include a bachelor’s degree in business/finance and 3 years of purchasing experience; strong negotiation and contract skills are essential. This is a full-time, on-site role with a focus on value and compliance.

Qualifications

• Bachelor’s degree in Business Administration, Finance or related field.
• Three (3) years of full-time experience in purchasing, procurement or contract administration.
• Experience may substitute for education up to four (4) years.

Responsibilities

• Researches, prepares, evaluates and awards solicitations for all City departments.
• Interprets purchasing procedures to assist departments and vendors.
• Processes complex and/or unique purchasing transactions per statutes and guidelines.
• Identifies suppliers and educates them on City procurement policies.
• Manages bids and solicitations, writes bid specs and analyzes bids for best value.
• Coordinates RFP evaluations and contract negotiation teams.
• Ensures compliance with vendor contracts and renewals.
• Works with City financial systems and bidding website for procurements.
