Job summary

Rosendin is seeking a Senior Procurement Specialist in the United States to oversee planning, forecasting, logistics, purchasing, and release of construction materials across projects. You will provide leadership, training, and guidance to the procurement team and collaborate with estimators, design professionals, and site managers to ensure timely, cost-effective material delivery.

Responsibilities

• Prepares and distributes complex and technical bid invitations or requests for proposal including logistics, warehousing, kitting, and cutting and packaging requirements as required; receives, analyzes, and recommends approval of bids most advantageous to Rosendin.
• Processes difficult and unique purchasing transactions according to state laws, federal statutes, policies, and procedures established by Rosendin.
• Assists departments with specification development, drafts RFP.
• Reviews, analyzes and approves all purchases where award is not made to the low bidder to ensure justification exists and policy is followed.
• Reviews, analyzes, researches and approves purchases of a non-competitive nature.
• Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of deficiency and take corrective action.
• Plan all aspects of purchasing from project award to closeout.
• Negotiate contracts and formulate policies with suppliers and professional service providers.
• Oversee execution of the purchasing buy‑out.
• Maintain records of goods ordered and received.
• Assist estimating management, design professionals and site management in forecasting, financial planning, expediting, delivery schedules and project purchasing reporting.
• Assist in analyzing market and delivery systems to assess present and future material availability.
• Enforce procurement policies and procedures to the project team.
• Develop and review all procurement analytics, reporting and deliverables.
• Provide supervision to buyer / expeditor when necessary.
