Job summary

County of Lancaster is seeking a Buyer III to oversee procurement for County departments, coordinating IFBs, RFPs, RFQs, and RFIs. You will supervise the Operations Team and collaborate with the Director to ensure compliant purchasing strategies.

You will lead hiring decisions, maintain contracts, and coordinate with vendors while adhering to state and County policies. The role includes coverage responsibilities and participation in regional purchasing boards.

Qualifications

• Bachelor's degree or Associate's degree in business administration or related field.
• Four or more years of related procurement experience, or four years as a Buyer II.
• Equivalent combination of education, experience and training acceptable.

Responsibilities

• Manage day-to-day workflow of Operations Team and timely delivery of goods.
• Supervise and evaluate Operations Team; provide coaching and mentoring.
• Interview and make recommendations on hires, terminations and discipline.
• Update process and procedure documents; assist with cross-training initiatives.
• Issue and review IFB, RFP, RFQ, and RFI; act as purchasing representative to departments.
• Analyze and recommend purchasing strategy; review purchase orders and contracts.
• Ensure contractor/supplier performance and maintain vendor accounts.
• Provide procurement guidance to County departments; comply with PA County Code.
