Job summary

CA CI International is seeking a Senior Principal Consultant (HCM Change Management & Training) to lead organizational change management for a large-scale federal HCM modernization program. You will drive adoption across agencies, design communications campaigns, and develop role-based training for Oracle Fusion Cloud HCM.

The role requires extensive experience in OCM, training development, and stakeholder engagement, with a focus on federal IT modernization.

Qualifications

• Bachelor’s degree and 10+ years of experience in OCM, training development, or stakeholder engagement for large IT deployments.
• 10+ years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT implementations.
• 8+ years applying structured OCM methodologies such as Prosci ADKAR, Kotter’s 8-Step, or Bridges’ Transition Model in enterprise deployments.
• Experience developing and delivering role-based training programs for enterprise software platforms (instructor-led, virtual, and e-learning).
• Demonstrated ability to develop and execute multi-channel communications strategies for diverse audiences.
• Strong facilitation skills with readiness assessments, stakeholder workshops, and change impact analyses.
• Experience supporting federal government IT modernization programs is a plus.

Responsibilities

• Develop and execute comprehensive organizational change management strategies for each agency transition wave using Prosci ADKAR or equivalent methodologies.
• Conduct stakeholder analysis and engagement planning for agency transitions identifying influencers and sponsors.
• Design and deliver multi-channel communications campaigns (briefings, town halls, newsletters, intranet, FAQs).
• Develop role-based training curricula and materials for Oracle Fusion Cloud HCM across HR roles and admins.
• Conduct organizational readiness assessments and identify gaps with targeted interventions.
• Create and track user adoption metrics to measure effectiveness and sustainment.
• Coordinate with functional consultants to ensure training aligns with configurations and policies.
• Support legacy HR transitions with side-by-side guides and impact analyses.
• Plan change champion networks and train designated agents for go-live support.
• Provide sustainment change management support post go-live and capture lessons learned.
• Participate in SAFe Agile ceremonies and align activities with PI timelines.
• Offer thought leadership and set standards for the discipline and program-wide approaches.
• Lead teams, mentor staff, and drive innovation in methodologies.
