CACI International Inc. is seeking a Senior Principal Consultant to lead organizational change management and training for a large-scale federal HCM modernization program using Oracle Fusion Cloud HCM.

Qualifications

Bachelor's degree plus 10 years of relevant experience in OCM, training, or stakeholder engagement.
10+ years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT implementations.
8+ years applying structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system deployment contexts.
Experience developing and delivering role-based training programs for enterprise software platforms, including instructor-led, virtual, and e-learning formats.
Demonstrated ability to develop and execute multi-channel communications strategies for large, diverse stakeholder audiences including executives, HR practitioners, and end users.
Strong facilitation skills with experience conducting readiness assessments, stakeholder workshops, and change impact analyses.
Experience supporting federal government IT modernization or transformation programs with complex stakeholder landscapes.
Excellent written and verbal communication skills with the ability to create compelling content for executive, technical, and end-user audiences.
Ability to obtain a CoPT is a requirement for continued employment (Public Trust)

Responsibilities

Develop and execute comprehensive organizational change management strategies for each agency transition wave using Prosci ADKAR or equivalent methodologies.
Conduct stakeholder analysis and engagement planning for each agency transition across HR offices, CIOs, unions, and end-user communities.
Design and deliver multi-channel communications campaigns including executive briefings, town halls, newsletters, intranet content, and FAQs.
Develop role-based training curricula and materials for Oracle Fusion Cloud HCM for HR practitioners, managers, employees, and system administrators.
Conduct organizational readiness assessments at key milestones to gauge go-live preparedness and mitigate adoption risks.
Design and track user adoption metrics to guide sustainment activities and improvements.
Coordinate with functional consultants to ensure training content reflects Oracle Fusion Cloud HCM configurations and workflows.
Create side-by-side guides and new-vs-old workflow documentation to bridge processes.
Plan and facilitate change champion networks within each agency and support go-live activities.
Provide sustainment change management support, including reinforcement communications and lessons-learned capture.
Participate in SAFe Agile ceremonies and align change activities with PI timelines.
Provide thought leadership and establish standards and best practices for the discipline.
Lead teams of staff, drive innovation, shape cross-functional strategies, and develop talent within the discipline.
