Job description

Responsibilities

Noblis ESI is seeking an experienced Senior Portfolio Management Specialist to support our government client in Linthicum, Maryland.

This role offers a unique opportunity to contribute to national security by leveraging your expertise in acquisition, program execution, and contract oversight. You will play a key role in ensuring successful program delivery and efficient resource allocation within DC3. This position requires a strong understanding of DoD and Air Force policies and procedures, including JCIDS and PPBE.

Provide end-to-end program management across all lifecycle phases, including acquisition, scheduling, risk analysis, and cross-functional leadership. Oversee planning, resource management, training, and compliance reporting. Support mission capability development through technical assessments, RDT&E support, and project evaluation. Advise the Director of DC3 on strategic integration, resource optimization, policy alignment, and process improvements.

Responsibilities Include:

  • Manage and update the DC3 government Integrated Master Schedule (IMS) in MS Project.
  • Generate Operating Instructions for the DC3 Requirements, Prioritization, and Investment Board (RPIB) process.
  • Lead DC3 Pacific efforts related to Future Operating Concept (FOC) and Initial Operating Capability Concept of Operations (IOC CONOPS).
  • Assist with the development and maintenance of the ER Cost Performance Tool (CPT).
  • Manage DAF Inspector General systems and action items.
Required Qualifications
  • Active Top Secret/SCI clearance.
  • US Citizenship is required.
  • Bachelor's degree with a minimum of 10 years of technical Project Management expertise in DoD or Intelligence Community (IC) settings.
  • Experience delivering complex technical projects on time and within budget.
  • Deep understanding of project management methodologies like Agile or Waterfall.
  • Experience creating and maintaining partnering relationships with business leaders at the executive level.
  • Experience with creating presentations, training material, reports, and templates for use at the executive level.
Desired Qualifications
  • PMP or equivalent certification.
  • Experience in strategic initiatives and collection design.
  • Strong oral and written communication skills.
  • Self-motivated with the ability to work independently within a team environment.
  • Ability to adapt to changing situations.
  • Ability to travel up to 10% of the time.

Compensation varies based on education, certifications, experience, location, clearance level, and other factors. The projected salary range is USD $142,600 to USD $222,850 per year for full-time roles. Pro-rated for part-time or on-call staff.
