    Position Description

    Valiant has an exciting opportunity for a Senior Operational Readiness/Emergency Management Specialist supporting the Defense Threat Reduction Agency’s (DTRA) Vulnerability Assessments program. The Vulnerability Assessments program conducts objective, technically proficient, and relevant vulnerability assessments of key infrastructures, to identify risks to defense critical missions that could be exploited well below the level of armed conflict by state or non-state threat networks or could be significantly impacted by natural or accidental hazardous events. Components of these assessments include examining physical security, telecommunications, information operations, structural protection, utility subsystem, emergency management and response, WMD protection, and electromagnetic protection. The Senior Operational Readiness/Emergency Management Specialist assesses continuity of operations programs (COOP), supply chain procedures, emergency management (EM) plans, chemical, biological, nuclear, and radiological (CBRN) preparedness and survivability plans and procedures, and force health protection issues.

    ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

    • Assess emergency management (EM) plans and protocols to include preparedness and survivability.
    • Assess continuity of operations programs (COOP) to protect personnel, critical assets, and missions from hazards and threats that may impact the installation, facility, or assets.
    • Assess force health protection plans and procedures to protect personnel, critical assets, and missions from hazards and threats that may impact the installation, facility, or assets.
    • Assess EM risk management processes.
    • Assess chemical, biological, nuclear, radiological, and high-yield explosives (CBRNE) threats.
    Position Requirements

    MINIMUM JOB REQUIREMENTS:

    • Bachelor’s Degree in a related field.
    • At least 15 years’ experience working OR/EM related activities.
    • Possess professional certifications in emergency management, fire protection or business continuity.
    • Possess experience and proficiency in all COOP (business continuity, operations planning) aspects.
    • Comprehend Emergency Management and CBRNE plans and programs, to include incident response and consequence management, mass warning and notification, and support agreements.
    • Become knowledgeable on supply chain and force health protection program areas.
    • Be fluent in DoD, Service, CCMD, Agency, or Field Activity policies, directives, guidance, and instructions related to the key protection programs assessed.
    • Be knowledgeable in risk management processes such as the All-Hazards Threat Assessment (AHTA) and capability assessment methodology.
    • Be highly organized, able to work independently and without supervision.
    • Work as a team with other subject matter experts to prepare for, execute, and finalize the assessment process.
    • Communicate effectively and engage with mid to senior-level civilian, military, or contractor personnel.
    • Possess training or experience in any Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) area not formally certified.
    • Be a US citizen and eligible for a TS/SCI level clearance.
    • Accept worldwide deployments which include high threat permissive areas presenting some risks to personal safety.
    • Adhere to CDC recommended immunizations for worldwide deployment.
    • Be able to travel on short notice, work non-standard hours and take on-call duty.
    • Obtain and maintain a valid US Passport.
    • Possess effective oral and written communication skills.
    • Expert knowledge of Microsoft Office Suite.
    • Be capable of preparing written reports, white papers, and PowerPoint presentations.
    • Be capable of operating in all operational and physical environments and work collaboratively with USG military and/or civilian personnel.
    • Have ten years’ experience working in the operational readiness/emergency management arena.

    DESIRED JOB REQUIREMENTS:

    • Previous experience working with the Defense Threat Reduction Agency, preferably within the Nuclear Enterprise.
    • Previous experience working with CCMDs, Joint Staff, or similar levels elements.
    • Previous experience with intergovernmental or international partnership programs.
    • Currently possess a TS/SCI clearance.
