Job description

Position Summary:

Maintain a comprehensive awareness of coal, gas, and market power purchases made by wholesale power providers to service load requirements through Central’s Wholesale Power Purchase Agreements.

Routine reporting on Central’s overall position relating to fuels, market power purchases, owned and controlled generation resources, both hedged and unhedged exposures.

Coordinate with third parties to manage fuels modeling, monitoring, and reporting on acceptable risk parameters as per Risk Policy. Provide routine reporting of wholesale power providers' economic generation dispatch activities to ensure transparency and influence over provider dispatch decisions.

Develop and manage hourly load forecasting and supply production projections to manage demand, fuel procurement/nominating, and scheduling logistics for economic dispatch and market opportunities.

Create policies, procedures, and protocols for interaction with third parties to ensure compliance and good utility practices in daily operations of Central's supply resources, demands, transmission, and fuel logistics, coordinating with the appropriate Operating Balancing Authority(s) (BA).

Maintain and improve Central’s load management facilities to optimize economic benefits for Member Cooperatives. Design load control policies, train personnel, and incorporate new communication technologies into operations.

Essential Duties and Responsibilities:
  1. Communicate regularly with Portfolio Manager, Senior Director of Power Supply Operations, and senior management.
  2. Benchmark fuel prices relative to other utilities and market prices.
  3. Oversee load management operations and coordinate with consultants.
  4. Analyze load management effectiveness and impacts.
  5. Identify needs for technological and software enhancements and facilitate their implementation.
  6. Engage with Member Cooperatives and stakeholders to maximize economic benefits.
  7. Collaborate with power supply personnel on load management opportunities.
  8. Complete monthly load management reports.
  9. Perform other related duties as assigned.
Knowledge, Skills, and Abilities:
  • Knowledge of economic dispatch planning and power plant operations.
  • Understanding of hedging techniques and market trend analysis.
  • Experience with load management programs and short-term load forecasting.
  • Familiarity with distributed energy resources.
  • Attention to detail and accuracy.
  • Strong communication skills.
  • Willingness to work non-business hours when needed.
Education and Work Experience:

Bachelor of Science degree required.

Minimum of 5 years of relevant experience.
