A leading company in the defense sector is seeking a Market Intelligence Portfolio Analyst (Journeyman) in Fairfax, VA. The ideal candidate will conduct extensive research, analyze technology trends, and support the Secretary of the Air Force's strategic initiatives. With a strong foundation in project management and analytical skills, the analyst will contribute to long-range planning and enhance decision-making processes within the defense industry.

Clearance: TS/SCI
Education: Bachelor’s degree in business, international business, economics, public policy, technology management, or related field (or an AA/AS plus an additional 4 years of work-related experience)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
· Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
· Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
· Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
· Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
The Market Intelligence Portfolio Analyst (Journeyman) supports the Secretary of the Secretary of the Air Force, Office of Competition (SAF/OC), Office of Commercial and Economic Analysis (OCEA)’s Strategic Initiatives Division. The role requires a level of proficiency in multiple skill areas such as critical technology assessment, venture capital-like analysis methodologies, risk management, commercial sector evaluation, transactions, and portfolio management. The most common duties of the analyst entail conducting a substantial amount of historical industry research on critical and emerging technologies, their commercial applications, and defense implications across diverse technology sectors. Through gaining insight into technology trends, commercial market dynamics, and company sustainability factors, the analyst conducts examinations and makes assessments with well-founded confidence about technology development trajectories and their strategic competition implications.. In addition to conducting substantial research on the past behavior of trends, the Market Intelligence Analyst (Journeyman) also conducts comparative research on distinct industries to gain perspective to develop near and long-term market insights. Per PWS section 1.3.10.11, Consulting Support, specific responsibilities include but are not limited to:
· Research macroeconomic and microeconomic conditions, along with company and market fundamentals, to collect and analyze vast stores of information with focus on critical and emerging technologies and their commercial sector implications.
· Conducts detailed policy and portfolio analysis and prepares associated assessments, including comparison of different industries, consideration of historic trends, assessment of risk exposures and evaluation of commercial sector sustainability that may impact defense portfolios.
· Tracks commercial market trends and their influence on defense investment and the health of the industrial base across multiple technology sectors.
· Analyze commercial sector companies supporting DoD and Air Force operations within strategic competition framework, evaluating their technology capabilities, financial sustainability, competitive positioning, and future viability using venture capital-like assessment methodologies.
· Evaluate company dynamics including management capabilities, financial health, market positioning, competitive advantages, and ability to sustain support in future strategic competition scenarios.
· Helps develop and scope the government team’s application requirements and communicates these needs to multiple vendors while assessing technological capabilities and commercial viability.
· Proactively identifies impediments and appropriately resolves using network of peers and formal channels (including escalation if required).
· Actively seeks and participates in a variety of learning opportunities such as Communities of Practice, conferences, classroom training and independent study to further develop self and community.
· Introduces new and advanced practices to improve the team and their delivery.
· Facilitates project planning, reviews, retrospectives, deliverables, and other activities as needed.
· Conduct analysis of global technology markets, emerging technology sectors, and geopolitical data to inform Air Force strategic planning and technology investment decisions.
· Conduct open-source research on global market shifts, competition, and commercial impacts on defense priorities.
· Assess venture capital trends, private equity activities, and investment flows in defense-relevant technology sectors to understand commercial sector dynamics and sustainability.
· Develop strategic insights into commercial and economic trends relevant to Air Force innovation and national defense.
· Prepare high-quality briefings, reports, and white papers for senior stakeholders.
· Collaborate with counterparts across OCEA divisions to support joint strategic initiatives focused on technology and commercial sector assessment.
· Contribute to the development of long-range planning and capability development efforts with emphasis on emerging technology integration and commercial sector partnerships.
Qualifications:
The candidate must have the following qualifications:
· Minimum of five (5) years of work-related experience.
· Of those 5 years, at least 4 years of work-related experience in support of a DoD component with focus on technology analysis, commercial sector research, or strategic competition assessment.
· Experience writing in a professional capacity (crafting research notes and correspondence; presentation and/or development of industry reports).
· Interest in and ability to leverage all available resources to create differentiated content for writing research reports (company-specific or industry).
· Solid understanding and expert knowledge of both project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.
· Ability to manage requirements, analysis, and assessment across multiple sub-portfolios.
· Exceptional customer service skills and an eagerness to excel and be part of a dynamic team, must maintain a great attitude, complemented by excellent interpersonal relationship skills.
· Demonstrated analytical thinking and problem-solving skills with ability to assess technology trends and commercial sector dynamics.
· Must have extensive PowerPoint experience.
The following qualifications are desired:
· Five (5) years of experience in industry sector analysis and research in one or more of the following industries: Space, Energy, Advanced Manufacturing and Robotics or Communications (5G, 6G, Network Security, Cloud, IoT, LPWAN, Edge Computing, etc.) Artificial Intelligence, Quantum Technologies, Biotechnology, Semiconductors, or Advanced Materials.
· Knowledge of defense innovation, commercial technology trends, or strategic deterrence issues.
· Understanding of startup ecosystems, technology incubators, and commercial technology development processes.
· Familiarity with technology maturity assessments, commercial readiness levels, and technology transition processes from commercial to defense applications.
Travel: Minimal local travel may be required.
