Job Title: Senior Portfolio Analyst

Role Overview

The Warfighter Performance Department (Code 34) focuses on developing knowledge products and technologies to support naval operations globally. As the Senior Portfolio Analyst supporting ONR’s Warfare Performance Department, your role involves strategic planning, financial oversight, and program management to ensure successful execution of advanced technology initiatives that enhance warfighter capabilities.

Key Responsibilities

1. Oversee the Technology Candidate Portfolio daily, alerting management to issues.
2. Track and monitor financial execution across the portfolio, identifying funding discrepancies and recommending corrections.
3. Prepare financial reports, including budget allocations, commitments, obligations, and expenditures.
4. Develop and maintain portfolio documentation, including summaries, guidance, and correspondence.
5. Coordinate responses to data calls from senior Navy leadership, DoD, Congress, and other stakeholders, including budget exhibits and briefings.
6. Analyze technical and financial data to support decision-making.
7. Ensure data accuracy using enterprise databases like PBIS, Navy ERP, and ONR’s Naval Research Tracker.
8. Collaborate on dashboard development and portfolio analysis tools.
9. Assess the impact of policies on portfolio management and recommend improvements.
10. Support strategic communication through drafting speeches, reports, and briefings.
11. Lead meetings with senior DoN S&T personnel, documenting discussions and action items.
12. Identify and implement solutions for portfolio management challenges.
13. Participate in training and development activities relevant to the portfolio role.

Minimum Qualifications

• Active SECRET clearance and U.S. work authorization.
• Bachelor’s degree or higher, with at least 10 years of portfolio or program analysis experience, including 5 in DoN S&T financial management.
• Experience with government financial systems and PPBE/POM processes.
• Proficiency in MS Office and database applications for data analysis.
• Experience leading meetings with senior stakeholders and drafting responsive content.
• Ability to analyze and synthesize technical and financial data effectively.

Preferred Qualifications

• Experience with PBIS and Navy ERP databases.
• Strong initiative and problem-solving skills.
• Excellent verbal and written communication skills, with professionalism and clarity.
