Description

You will be responsible for evaluating, tracking, and managing a diverse range of science and technology (S&T) initiatives to ensure alignment with strategic priorities, mission requirements, and available resources. This role supports the full lifecycle of technology development programs by providing analytical oversight, performance assessments, and strategic guidance. The analyst works closely with program managers, technical leads, and senior decision-makers to help prioritize investments, mitigate risk, and identify opportunities for innovation and transition.

Requirements

REQUIRED

Credentials

  • Current Tier 3 clearance or the ability to obtain a Tier 3 clearance before the start date.
  • Bachelor’s degree or higher from an accredited university and no less than ten (10) years of experience providing portfolio or program analysis support to the Department of Defense, preferably the Department of the Navy (DoN). A minimum of five (5) of the required years must include specific experience in supporting the financial management, planning, and execution of S&T programs.
  • Highest degree of Professionalism

Experience

  • Government financial systems.
  • Supporting the Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) processes. This includes experience drafting budget exhibits for Research, Development, Test and Evaluation (RDT&E) appropriations.
  • Using MS Office products and other web/database applications to analyze financial and technical performance metrics, and succinctly presenting conclusions and recommendations to senior DoN S&T personnel.
  • Coordinating and leading meetings with senior DoN S&T personnel and executives related to policy, analysis of technology programs, acquisition, and execution. This includes recording a summary of meeting discussions and ensuring action items are addressed afterwards.
  • Coordinating, overseeing, and drafting content in response to data calls and tasks from senior DoD leadership and Congress.
  • Utilizing reports from the Procurement Business Intelligence Service (PBIS) database and the Navy Enterprise Resource Planning (ERP).
  • Taking initiative in identifying and implementing solutions to address the wide range of actions associated with managing the business of large DoD/DoN S&T portfolios and the teams that support them.
  • Learning financial processes and procedures on the job in real-time with limited assistance.

DESIRED

  • Preparing, handling, storing, couriering, and arranging for the digital projection of classified information.
  • Organizing and coordinating classified meetings, to include ensuring the ability to provide a visual presentation
