Job description

Under the general direction of the Payroll Director, manages outsourced payroll operations to ensure optimal performance in the delivery and administration of global payroll operations and services. Supports the activities of outsourced payroll, payroll accounting, disbursements, garnishments, and payroll tax for 65,000+ U.S. employees paid across 50 payroll entities. Supports the development of Workday Payroll configuration to adhere to Cigna’s pay schedules, policies, and procedures. Maintains controls and operational excellence including internal/external control audits, SOX compliance and testing, and overall tax and regulatory compliance.

Responsibilities

  • Manage outsourced payroll operations and services to ensure timely and accurate payroll delivery to all employees.
  • Project manage major enterprise projects such as payroll year-end, mergers and acquisitions, and compensation planning.
  • Define requirements and configuration options for Workday payroll, time reporting, absence management, and interfaces to financial systems; provide guidance on HCM configuration related to payroll processes.
  • Oversee Strada HRO activities related to payroll for 65,000+ U.S. employees, including garnishments, taxes, disbursements, and application management for payroll, time, absence, and financial interfaces.
  • Ensure compliance with applicable laws, regulations, and contractual obligations through oversight of payroll activities and processing integrity.
  • Support financial payroll activities such as G/L reconciliations and employee/employer disbursements.
  • Maintain SOX controls, compliance, and documentation with a focus on continuous improvement.
  • Coordinate with Accounting, Finance, IT, Legal, and COEs to assess impacts of process or system changes and communication needs.
  • Support tax disbursements for federal, state, and local taxes.
  • Assist with outsourced unemployment cost management and state payroll notification services.
  • Participate in HR Operations RFPs, including evaluation and contract development.

Qualifications

  • Bachelor’s Degree in Accounting, Finance, IT, or related discipline.
  • 10+ years of payroll operations experience in a global organization; 2+ years managing a team.
  • Proven ability to implement and execute payroll strategies.
  • Experience leading payroll during mergers, acquisitions, and divestitures, including HCM system integrations.
  • Proficiency in Workday HCM, payroll, time, and absence modules.
  • Ability to present complex concepts to HR and Finance leadership.
  • Strong leadership, collaboration, and stakeholder management skills.
  • Business acumen and analytical skills to evaluate regulatory impacts.
  • Experience working with cross-functional teams and understanding internal controls.
