Job summary

OpenGov Inc. is seeking a Senior Manager, Payroll to own US payroll end-to-end, ensuring accuracy, completeness, and compliance across jurisdictions where we employ people.

The role sets long-term payroll direction, strengthens controls, documents processes, and drives automation to scale before headcount growth. This in-office role may supervise a payroll specialist and collaborate across Finance, HR, Legal, and Engineering.

Qualifications

• Bachelor's degree in accounting, finance, or related field or equivalent work experience.
• 8+ years of US payroll experience, incl. 3+ years managing payroll staff; multi-state payroll knowledge.

Responsibilities

• Own end-to-end US payroll processing ensuring accuracy and compliance.
• Manage payroll tax compliance across jurisdictions and support audits.
• Partner with HR on 401(k), HSA, and FSA administration and deductions.
• Provide RSU information and potentially RSU settlement administration.
• Manage quarterly/year-end employment tax reporting (W-2, 1099, 940/941).
• Own payroll GL reconciliations and support month-end close; oversee payroll audits.
• Design and maintain payroll controls; prepare for audits.
• Improve processes using automation to scale payroll operations.
• Supervise and develop the lead payroll specialist.
