Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Senior Technical Analyst for NC2/NC3 modernization at Headquarters USSTRATCOM, Offutt AFB, NE. The role demands extensive, advanced technical analysis, cross-domain synthesis, and senior-level briefings to support modernization planning.

Required are a TS clearance with SCI eligibility and 15 years in NC2/NC3, C3 modernization, or related fields. This is an onsite, full-time position with DoD coordination and mentorship responsibilities.

Qualifications

• Requires U.S. citizenship with active Top Secret (TS) clearance and SCI eligibility, plus eligibility for NC2ESI, NATO, and SAR programs.
• Master's degree from an accredited institution is required.
• 15 years of progressive NC2/NC3, C3 modernization, mission analysis, OR, or related technical experience.
• Demonstrated ability to perform complex technical analysis, synthesize cross-domain information, and prepare senior-level briefings.
• Experience coordinating across DoD organizations, preferably including USSTRATCOM or similar Combatant Commands.
• Ability to work full-time onsite, 5 days per week, at Offutt AFB.

Responsibilities

• Provide advanced technical and analytical expertise in NC2/NC3 modernization efforts.
• Assess mission needs, emerging technologies, operational concepts, and system-of-systems interactions.
• Produce clear, analytically rigorous reports, insights, and senior-level briefings.
• Coordinate with USSTRATCOM directorates, Combatant Commands, and partner organizations to integrate analyses.
• Mentor junior team members and ensure quality assurance across products.
