Qualifications

• Bachelor's degree in Civil Engineering, Environmental Engineering, or related field.
• Licensed Pennsylvania P.E.
• 8+ years representing municipal/authority clients.
• Ability to present at public meetings.
• Experience plan reviews for development projects.
• Experience overseeing multidisciplinary infrastructure design.
• Experience as Engineer of Record.
• Knowledge of local standards, regulatory requirements and permitting.
• Budget, schedule and team management experience.
• Excellent client communication.

Responsibilities

• Serve as lead engineer and technical advisor for municipal/authority clients.
• Review development plans for compliance with laws, ordinances, and codes.
• Develop cost opinions to protect clients from incomplete work.
• Attend public meetings to report reviews and propose solutions.
• Lead or assist multidisciplinary capital planning for water, wastewater, stormwater, site/civil, transportation projects.
• Oversee multidisciplinary projects across municipal infrastructure sectors.
• Review and prepare plans, specifications, reports, permits with seals as needed.
• Provide engineering oversight during bidding and construction phases.
• Develop and maintain relationships with municipal and public-sector clients.
• Ensure deliverable quality meets client expectations.
• Mentor and develop junior staff; promote technical excellence.
• Assist with business development, proposals, and client presentations.
• Collaborate with leadership to identify growth opportunities.
