Job description

Jewish Community Services (JCS) is hiring a Senior Manager, Residential in our Disability Services department. The Senior Manager will be responsible for managing the operational and fiscal activities of their respective Disability Services program. This position oversees service delivery and support personnel, establishes total performance management goals, and measures progress toward program objectives in the Residential program. The Senior Manager, must have experience in managing residential group homes under DDA guidelines, understand COMAR regulations pertaining to residential group homes and possess strong leadership skills to effectively lead a diverse team that supports the health and wellbeing of clients. The Senior Manager will work closely with the Director of Disability Services to develop policies, procedures, quality initiatives, and compliance programs. This position also collaborates with executive leadership to plan and oversee programs and supports the overall operations of the residential team. Qualified candidates will demonstrate strategic leadership, sound judgment, compassion, fiscal accountability, and strong organizational and communication skills. Primary Responsibilities: Plan and manage the program’s fiscal and operational resources, including leading the annual budget process, monitoring spending, managing grants and deliverables, and working with the Director to present budgets to lay leadership. Design and implement programs, policies, and practices to ensure compliance with relevant laws and regulations, organizational requirements, and accreditation standards. Maintain appropriate documentation for managed programs, identify areas of potential risk, and assist with the development of risk management policies and procedures. Develop, maintain, and strengthen partnerships across JCS and with external customers, funders, lay leaders, and other stakeholders to achieve mutual goals. Provide person-centered support to staff, clients, and customers, including assisting individuals who experience difficulty navigating JCS or other systems relevant to service delivery. Set clear expectations and guide, motivate, and develop employees to achieve high performance and meet individual, departmental, and organizational goals. Promote a culture of learning and professional development by providing staff with clear direction, achievable workloads, regular supervision, measurable goals, and objective feedback. Translate organizational vision and strategy into practical action plans, proactively involving team members and internal partners in strategic planning and decision-making. Identify potential challenges and opportunities to support organizational priorities, improve team productivity, and ensure goals and deadlines are met. Resolve problems and conflicts effectively while exercising sound judgment, analyzing relevant facts, and responding appropriately to potentially challenging or hazardous situations. Supervise departmental employees and complete performance reviews, regular supervisory meetings, performance counseling, and corrective action as appropriate. Hire employees, initiate performance improvement plans, and terminate employment, when necessary, while demonstrating fairness and providing staff with the tools, knowledge, autonomy, and support needed to succeed. Job Requirements: Seven or more years of related professional experience, including a minimum of five years of supervisory experience. Knowledge of organizational leadership and development, strategic human resources planning, risk management, and program analysis. Experience within the nonprofit sector is preferred. Demonstrated experience managing program budgets, grants, fiscal resources, and performance goals. Excellent written and oral communication skills, including effective listening and the ability to communicate clearly with employees, service recipients, customers, and stakeholders. Demonstrated ability to lead employees, delegate responsibilities, provide constructive feedback, address performance concerns, and promote professional development. Strong problem-solving, conflict-resolution, decision-making, strategic planning, and time-management skills. Ability to work independently and exercise appropriate autonomy within established JCS policies, procedures, and guidelines. Ability to work in a hybrid environment and be present in the office when needed or required. Ability to operate a computer and other office equipment, including a telephone, copy machine, and printer. Education: High school diploma or equivalent is required. Bachelor's degree in human services or a related field preferred. Master's degree preferred.
