Lumen is seeking a Senior Lead Technical Program Manager to join the Network Architecture and Engineering organization. In this high-visibility role, you will lead complex programs that strengthen network security, modernize infrastructure, manage lifecycles, and advance engineering excellence across the enterprise.

You will translate sophisticated technical challenges into executable programs, requiring broad network fluency and strong program leadership.

Qualifications

• 10+ years of progressive program management experience supporting complex technical, network, or transformation initiatives.
• Broad understanding of telecommunications networks, including hardware, software, lifecycle management, and operations.
• Ability to translate ambiguous technical or strategic objectives into executable plans and measurable outcomes.
• Experience leading interdependent initiatives and resolving cross-functional risks, sequencing challenges, and competing priorities.
• Ability to work credibly across Architecture, Engineering, Planning, Operations, Security, IT, Product, Finance and executive leadership.
• Exceptional communication, facilitation, influence, analytical thinking, problem-solving, and executive decision-support skills.
• Experience with Jira and related portfolio, reporting, or analytics tools to manage milestones and risks.

Responsibilities

• Lead complex, high-impact network programs from strategy through implementation, stabilization, and handoff.
• Create integrated execution frameworks when scope or funding is not yet defined.
• Orchestrate multiple programs with dependencies, risks, and senior leadership visibility.
• Establish governance, decision rights, operating rhythms, success measures, and executive reviews.
• Drive cross-domain sequencing across architecture, build, lab, test, deployment, and operations.
• Identify constraints and portfolio dependencies not visible in individual workstreams.
• Anticipate strategic, technical, operational, financial, vendor, and organizational risks.
• Mentor project and program managers and raise delivery discipline and governance.
• Champion scalable AI-enabled workflows to improve governance and productivity.
