Job summary

Blue Origin is seeking a seasoned Owner's Representative to lead design, construction, commissioning, and activation of mission-critical launch infrastructure. You will drive scope, schedule, budget, and safety across internal engineering teams, general contractors, and regulatory agencies.

The role demands 8+ years of industrial or aerospace program management, strong CPM scheduling expertise, and proven leadership across multi-discipline teams.

Qualifications

• Bachelor's degree in Engineering, Construction Management, or related discipline, or equivalent experience
• 8+ years of progressive construction/project management experience on large industrial or aerospace facilities
• Ability to manage technically complex multi-discipline projects with independent initiative
• Knowledge of construction procedures, safety standards, and CPM scheduling principles
• Experience coordinating with government agencies for permitting, land use, and approvals
• Strong organizational and communication skills with ability to lead diverse teams

Responsibilities

• Own all phases of the project lifecycle from permitting to commissioning
• Develop comprehensive project management plans including scope, cost baselines, and schedule
• Draft RFPs and SOWs for engineering, construction, and fabrication activities
• Collaborate with mission and systems leads to define requirements and control scope
• Manage budget/schedule milestones and handle change orders with mitigation strategies
• Assess impacts of scope changes and revise execution plans
• Coordinate construction with live operations to protect safety and minimize disruption
• Review design/construction docs for conformance and approve RFIs/submittals
• Interface with regulatory agencies on site planning and permits
• Identify and manage project risks and opportunities
