Job summary

Empower AI is seeking a Senior ITCR / Requirements Analyst to lead IT Capability Request analysis for a DoW agency under an enterprise IT Customer Support Services program. You will guide requirements elicitation, business process analysis, and market research, delivering data-driven ITCR packages for governance reviews.

The role also shapes how approved capabilities flow into ITSM backlogs, surge plans, and CX roadmap.

Qualifications

• Bachelor's degree in a related field with 10+ years of experience (or Master’s with 8+ years).
• Active U.S. Citizenship and Secret clearance; Top Secret eligibility may be required.
• Experience leading requirements elicitation, analysis, and written epics/user stories for IT programs.

Responsibilities

• Lead ITCR analysis and requirements elicitation with internal/external customers.
• Produce ITCR Support Packages and executive briefing materials for governance.
• Translate capabilities into backlog epics and user stories for ITSM/platform teams.
• Mentor business analysts and establish requirements management standards.
• Support UAT leadership and change impact assessments.
