Job summary

Blue Cross and Blue Shield of North Carolina is seeking a Senior IT Category Manager to lead sourcing and vendor governance for IT hardware, software, and services. The role focuses on reducing total cost of ownership while mitigating risk and aligning vendor contracts with business requirements.

You will partner with stakeholders and the Corporate Services Vendor Contracting team to prepare, analyze, and negotiate contracts, and support business owners in vendor selection and compliance.

Qualifications

• Bachelor’s degree or advanced degree (where required).
• 5+ years of experience in related field.
• In lieu of degree, 7+ years of experience in related field.

Responsibilities

• Establish sourcing strategies for IT categories with stakeholders.
• Conduct sourcing events with project plans and evaluation criteria.
• Develop bid documents (RFP/RFI/RFQ) and manage reporting.
• Analyze market dynamics and share industry knowledge.
• Source products/services using proven tools and analytics.
• Evaluate total cost of ownership and provide optimization.
• Participate in cross-functional vendor negotiations and governance.
• Review supplier relationship management and performance.
• Foster vendor relationships and engage stakeholders in plans.
• Coordinate vendor risk assessments and mitigation plans.
• Escalate and resolve vendor contractual issues with compliance teams.
• Develop procedures and training for process improvements.
