Parsons is seeking an experienced Proposal Recruiter to lead staffing for North America Infrastructure pursuits across the United States. You will partner with capture managers, proposal teams, and hiring leaders to identify and secure highly qualified talent in a fast-paced, deadline-driven environment.

This hybrid role supports offices nationwide with responsibilities spanning sourcing, screening, interviewing, offer development, and market insights.

Formación

• Bachelor’s degree or equivalent experience.
• 5+ years of recruiting or talent acquisition experience.
• Experience with proposal staffing, pursuit recruiting, or capture support.
• Strong passive sourcing, talent mapping, and candidate engagement skills.
• Experience with ATS (Workday) and CRM platforms.

Responsabilidades

• Partner with capture and proposal teams to identify staffing needs for infrastructure pursuits.
• Review RFPs, scopes of work, staffing plans, and organizational charts to identify key personnel requirements.
• Develop sourcing strategies and recruit technical and senior-level professionals for major proposals and projects.
• Source and engage passive candidates across engineering, construction management, program management, project controls, transportation, water, environmental, and energy disciplines.
• Evaluate candidates against RFP requirements, including technical experience, project history, certifications, licenses, and client experience.
• Build and maintain talent pipelines for upcoming pursuits, project awards, and recurring hiring needs.
• Manage full-cycle recruiting activities, including sourcing, screening, interviewing, offer development, negotiation, and closing.
• Partner with hiring managers and business leaders to provide market insights and recruiting recommendations.
• Maintain accurate candidate records and recruiting activity in ATS (Workday).
• Ensure compliance with applicable employment laws, company policies, and Talent Acquisition practices.
• Develop and share market intelligence and sourcing strategies with the broader Talent Acquisition team.
