Job summary

Horan Hiring Solutions, LLC is seeking a Water Resources Project Manager for a hybrid role in Parsippany, NJ. You will manage water/wastewater projects from planning through construction, own scope/schedule/budget, and lead the design team through drawings and permit documentation.

The role requires 8+ years in water/wastewater consulting, NJ PE license (or equivalent with comity), plus hands-on design authorship and regulatory coordination.

Qualifications

• Bachelor's degree in Civil or Environmental Engineering or a closely related field.
• 8+ years of water and wastewater experience in a consulting environment with ownership of scope, schedule and budget.
• New Jersey PE license, or PE in another state with the ability to obtain NJ licensure by comity; a strong EIT with the PE exam scheduled will be considered.
• Hands-on design authorship: drawings, specifications, basis of design reports and permit applications you personally prepared.
• Working knowledge of NJDEP regulations and the permitting process.
• Experience carrying client relationships and writing fee proposals.

Responsibilities

• Full lifecycle project management on water & wastewater facilities from planning through construction.
• Define scope, schedule, budget and proposals for each project.
• Guide the design team producing drawings, specifications, basis of design reports and contract documents.
• Coordinate with NJDEP regulatory approvals (TWA, NJPDES) and water quality planning.
• Maintain client relationships with municipal and authority clients.
• Coordinate funding with NJ Infrastructure Bank, NJ Water Bank and SRF programs.
• Mentor project engineers and junior staff.
