Job summary

Clear Concepts, Inc. is seeking a Water Resources Project Manager (Water and Wastewater) in Parsippany, NJ for hybrid work arrangement.

The role leads full lifecycle management of water and wastewater projects, coordinating design teams and regulatory approvals, while maintaining client relationships and pursuing funding opportunities. Ideal candidates hold a NJ PE license (or eligible by comity), with 8+ years in consulting and hands-on design experience.

Qualifications

• Bachelor's degree in Civil or Environmental Engineering.
• 8+ years of water and wastewater consulting experience with ownership of scope, schedule and budget.
• New Jersey PE license, or PE by comity with NJ licensure; strong EIT with PE scheduled considered.
• Hands-on design authorship: drawings, specifications, basis of design reports, permits prepared by you.
• Working knowledge of NJDEP regulations and the permitting process.
• Experience carrying client relationships and writing fee proposals.

Responsibilities

• Own full lifecycle project management on water and wastewater projects from planning through construction.
• Manage scope, schedule, and budget on each project; develop proposals and negotiate scopes.
• Direct design team producing drawings, specs, BOD reports, and contract documents.
• Coordinate regulatory approvals with NJDEP (Treatment Works Approvals, NJPDES permits).
• Maintain client relationships with municipal and authority clients post-project.
• Coordinate funding with NJ Infrastructure Bank, NJ Water Bank, and SRF programs.
• Mentor project engineers and junior staff.
