Defense Logistics Agency in Arlington, VA seeks a Management and Program Analyst to lead the Task Force Support Office's Human Capital Program strategy and alignment of HR assets with organizational plans and operations.

The role requires senior advisory duties to the Support Division Chief and TFSO Director, addressing complex administrative and human capital management issues, workforce development, budgeting, and organizational structure.

Qualifications

• One year of specialized experience equivalent to the GS-12 level for GS-13, or GS-13 level for GS-14.
• Creditable specialized experience includes: researching best practices for human resources programs; supporting crisis management and data collection for human capital projects; analyzing and evaluating major administrative aspects of human capital management.
• Experience must meet regulatory requirements by the cut-off/closing date of the announcement.
• Substitution of education may not be used in lieu of specialized experience for this grade level.
• Requires Top Secret clearance with SCI and SAP access; suitability/fitness determinations required.

Responsibilities

• Leads the TFSO’s Human Capital Program strategy development and implementation and oversees alignment of human resource assets with organizational plans and operations.
• Serves as senior policy advisor to the Support Division Chief and TFSO Director and supports personnel management and administration of human capital goals.
• Addresses complex administrative and human capital management issues such as workforce development, succession planning, and resource allocation.
• Performs long-range planning of organizational strategies related to administrative operations, recruitment, staffing, budgets, and structure.
• Researches and develops new or improved business practices and program evaluation plans.
