Qualifications

• Five (5) years of professional human resources experience, with public sector exposure preferred.
• Experience handling labor relations and employee negotiations is advantageous.
• Strong knowledge of federal/state employment laws and regulations.
• Ability to interpret MOUs, pay/benefit resolutions, and policies for staff and departments.
• Able to maintain confidentiality and exercise discretion in sensitive information.

Responsibilities

• Coordinates and assists with a variety of HR functions, including personnel issues, benefits, recruitment, training and development, classification and compensation, labor negotiations, and employee relations.
• Interprets and applies memorandums of understanding, pay/benefits resolutions, and laws affecting personnel and HR administration.
• Develops management recommendations in response to proposed legislation, regulations, and program mandates.
• Interprets federal/state rules and ensures compliance with ADA and FEHA; resolves related issues.
• Performs research and analyzes data to support labor negotiations and compensation/classification work; prepares reports for management.
• Maintains confidential personnel records and information related to employee relations.
• Conducts organizational studies, surveys, and cost analyses to propose solutions and implement changes.
• Prepares reports and serves as staff liaison to committees; supports department leadership in policy development.
• Participates in labor negotiations as a department representative; communicates issues and proposals with unions.
