Job summary

City and County of San Francisco is seeking a Senior Human Resources Analyst to lead complex HR activities in recruitment, examinations, classification and compensation, and employee relations. The role partners with City departments to implement DEI strategies and ensure compliant HR operations.

The ideal candidate has at least three years of professional HR experience in recruitment, benefits administration, and labor relations, plus a bachelor’s degree.

Qualifications

• Current Category 16, 17, or 18 Exempt Employee in Class 1244 who has worked at least 2,080 hours in class 1244; AND
• Education: Possession of a baccalaureate degree from an accredited college or university; AND
• Experience: At least three (3) years of verifiable professional human resources experience in recruitment, classification, compensation, employee or labor relations, benefits administration, DEI, or personnel training.

Responsibilities

• Serves as team leader in HR activities across recruitment, employee relations, compensation, benefits, DEI, and training.
• Performs recruitment activities, including announcements and sourcing.
• Prepares job announcements and determines applicant eligibility based on minimum qualifications.
• Performs job analysis, constructs examinations, oversees exam development, and manages test administration and scoring.
• Conducts investigations and surveys on duties, responsibilities, and qualifications; revises class specifications as needed.
• Manages leaves, ADA accommodations, transfers, onboarding, and layoff processes; conducts interviews and administers discipline.
