City of Chico is seeking a Senior Human Resources Analyst to join the Human Resources and Risk Management Divisions. This important role handles complex HR matters, policy analysis, and collaboration across the organization.

The ideal candidate brings broad public sector HR knowledge, sound judgment, initiative and excellent communication to work with employees, supervisors, department leadership, and labor representatives, while maintaining the highest confidentiality and professionalism.

Qualifications

• Bachelor's degree in Human Resources, Public Administration, or related field.
• Five years of professional HR experience with at least two years in a similar role.
• Public sector experience preferred.

Responsibilities

• Coordinate and administer HR functions including recruitment, benefits, labor relations and employee development.
• Interpret and apply MOUs, laws, and city policies; advise on compliance and risk matters.
• Prepare reports, perform data analysis, and support labor negotiations and employee relations.
