Job summary

OpenGov is seeking a Sr. Director, HR Business Partner to act as a strategic partner to leadership, shaping people priorities to scale the business while strengthening culture. You will counsel executives on complex HR matters and translate business goals into people strategy in a fast-changing environment.

Your leadership will influence employee engagement, performance, and talent planning as OpenGov grows, including AI-native initiatives and organizational design across the company.

Qualifications

• Bachelor’s degree in Human Resources or related field, or equivalent work experience.
• 12+ years of progressive HR experience, including advising senior/executive leadership.
• Knowledge of HR operations: employee relations, compensation, leave management, employment law.

Responsibilities

• Serve as a strategic partner to leaders, helping them achieve business results while strengthening team performance, culture, and retention.
• Develop and drive HR programs across performance management, compensation, employee development, and succession planning.
• Coach leaders to build strong performance management capability with feedback and issue resolution.
• Lead organizational design, re-org, and change management, incl. acquisition integration.
• Champion an AI-native culture within the HR team and across the business.
• Analyze people trends to shape strategy, programs, and policy.
• Develop training content and tailored paths for client groups.
• Partner with Legal and Centers of Excellence for compliant HR practice.
• Advocate for OpenGov’s culture and values.
