Job summary

OpenGov is seeking a Senior Director of HR Business Partner to serve as a strategic partner to leadership, shaping people priorities that help the business scale while strengthening OpenGov's mission-driven culture.

You will counsel executives, translate business goals into people strategy, and shape employee engagement, performance, and talent planning as the company grows. Lead organizational design and change initiatives, including acquisitions, with an emphasis on AI-native approaches.

Qualifications

• Bachelor’s degree in Human Resources or a related field, or equivalent work experience.
• 12+ years of progressive HR experience, including advising senior/executive leadership.
• Experience scaling HR functions in a high-growth environment.

Responsibilities

• Serve as strategic partner to leaders, translating business goals into people strategy.
• Counsel executives on complex HR matters and leadership development.
• Lead organizational design, change management, and acquisition integration efforts.
• Develop and drive HR programs across performance management, compensation, and succession planning.
• Coach leaders to strengthen performance management, feedback, and people capability.
• Champion a data-driven, AI-native culture and partnerships with Legal and HR Centers of Excellence.

Job description

• OpenGov is looking for a Senior Director of HR Business Partner to serve as a strategic partner to leadership, shaping the people priorities that help the business scale while strengthening the culture that makes OpenGov a mission-driven place to work
• You’ll counsel executives and leaders across the organization on complex HR matters, translating business goals into people strategy in a fast-changing environment. Your leadership will directly shape employee engagement, performance, and talent planning as OpenGov grows
• Serve as a strategic partner to leaders, helping them achieve business results while strengthening team performance, culture, and retention
• Develop and drive HR programs and initiatives across performance management, compensation, employee development, and succession planning
• Coach leaders to build strong performance management capability, including delivering effective feedback and addressing issues directly
• Lead organizational design, re-org, and change management efforts, including acquisition integration work
• Champion an AI-native culture within the Pune HR team and across the business, redesigning how teams work
• Analyze people trends and metrics to identify opportunities and shape people strategy, programs, and policy
• Assist in building and delivering training and development content across the company, creating tailored paths for client groups
• Partner with Legal and HR Centers of Excellence to ensure consistent, compliant HR practice across the organization
• Act as a champion and advocate for OpenGov’s culture and values at every level of the company

• Bachelor’s degree in Human Resources or a related field, or equivalent work experience

• Strong knowledge of HR operational practice, including employee relations, compensation, leave management, and employment law
• Experience scaling HR functions in a high-growth environment preferred
• High professional standards and a strong customer experience mentality, with an energetic, positive attitude and the ability to quickly build partnerships, relationships, and trust
• Experience using AI-native tools to accelerate workflows and improve efficiency
