Job summary

County of Sonoma is seeking an experienced Human Resources Manager to lead the Human Resources team within the Human Services Department (HSD). The role involves strategic HR leadership, workforce planning, and ensuring compliance with Civil Service Rules, labor agreements, and applicable laws.

The manager will supervise HR professionals across multiple program areas and partner with executive management to advance departmental objectives.

Qualifications

• Bachelor's degree in Business or Public Administration (or closely related field) and experience in public sector HR preferred.
• Strong knowledge of federal, state, and local employment laws and civil service rules.
• Experience in HR leadership, workforce planning, and labor relations.

Responsibilities

• Direct and oversee all aspects of the HR program for the Human Services Department.
• Advise executive management on workforce planning, equity, and policy interpretation.
• Oversee employee and labor relations, investigations, performance management, and training.
• Lead classification, compensation activities, and organizational structure assessments.
• Coach managers on HR practices and ensure compliance with policies and labor agreements.

Education

Bachelor's degree in Business Administration or Public Administration
