Job summary

The City of Laramie seeks a Human Resources Manager to lead the HR department and oversee employee relations, recruitment and staffing, training and development, performance management, and day-to-day service delivery.

Reporting to the Human Resources Director, the role requires strategic operation across HR functions, building a stronger, staffed team in a municipal public-sector environment while ensuring compliance and high-quality public service.

Qualifications

• Bachelor’s degree in human resources, business administration, public administration, organizational management, or a closely related field.
• Seven years of progressively responsible professional HR experience across multiple disciplines (employee relations, recruitment, policy administration, benefits, compensation/classification, or HR operations).
• Experience providing work direction, project leadership, or staff supervision.

Responsibilities

• Provide operational leadership across the full range of HR functions.
• Oversee employee relations, recruitment and staffing, training and development, performance management, and day‑to‑day HR service delivery.
• Ensure compliance with employment law and HR policies while resolving routine and moderately complex matters.
