Job summary

Hawaiʻi State Department of Education is seeking a senior Human Resources and Labor Relations professional to oversee statewide contract administration and grievance/arbitration programs. You will provide technical direction, review staff work, and prepare policy recommendations for senior leadership.

The role requires extensive knowledge of labor relations, negotiation contracts, and supervision of personnel, with priority given to qualified Educational Officers and related positions.

Qualifications

• Bachelor's degree as specified in Education and HR management fields.
• Juris Doctorate degree from an accredited college/university.

Responsibilities

• Administers and oversees statewide contract administration for multiple negotiated contracts.
• Develops and maintains a statewide grievance/arbitration program and provides technical guidance on disciplinary actions.
• Provides supervision and direction to subordinates; prepares reports for senior management.
• Liaises with Director and Office of Talent Management on communications with state agencies; prepares openings packets; performs legislative duties.
