Job summary

City of San José seeks a Senior Analyst in the Bureau of Administrative Services to lead HR operations for a large public safety department. You will coordinate recruitment, workforce forecasting, and outreach while guiding budget, contracts, and DEI initiatives.

The role requires strong analytical skills, judgment, and the ability to supervise staff and drive strategic workforce goals aligned with the department's mission.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
• One (1) year of additional education above the Bachelor’s Degree level may substitute for one year of required work experience.

Responsibilities

• Lead executive-level recruitments and support recruitment and hiring activities, including workforce forecasting and outreach.
• Oversee annual program budget and manage contracts, procurement, and diversity, equity, and inclusion recruitment efforts.
• Provide oversight on HR memoranda, classification and compensation matters, terminations, and serve as an HR liaison to City HR.
• Supervise an Analyst I/II and a Staff Specialist, directing priorities and ensuring strategic workforce objectives.
