Job summary

The San Jose Police Department is seeking a full-time Senior Analyst in Human Resources, reporting to the Human Resources Program Manager. This onsite role focuses on advanced oversight and coordination across recruiting, workforce strategy, analytics, and strategic HR initiatives, with direct supervisory responsibilities.

You will supervise an Analyst I/II and a Staff Specialist, lead executive-level recruitments, manage budgets, and provide high-level consultation on personnel matters,

Qualifications

• Bachelor’s degree from an accredited college or university.
• Four (4) years of increasingly responsible experience in general management/administrative analytic work related to areas such as budget, finance, grant administration, organizational analysis, general administration, human resources, or related fields.
• One (1) year of education above the Bachelor’s level may substitute for one (1) year of the required management/administrative analytic work.

Responsibilities

• Provide advanced oversight and coordination of recruitment, outreach, staffing, employee movement, data analytics, and strategic workforce initiatives for the Fire Department.
• Lead executive-level recruitments and support Department-wide recruitment and hiring, including workforce forecasting, recruitment prioritization, and strategic recruitment and outreach initiatives.
• Manage purchase and contract-related activities connected to recruitment and hiring.
• Lead diversity, equity, and inclusion recruitment efforts.
• Use demographic and data analytics to guide workforce planning and recruitment strategy.
• Oversee an annual program budget of approximately $400,000.
• Provide oversight and consultation on a range of personnel matters, including review of Human Resources-related memoranda, classification and compensation matters, and terminations and separations.
• Serve as an HR liaison to the City’s Human Resources Department.
• Deliver high-level analytical and consultative support to support strategic HR initiatives.
• Supervise team members directly, including an Analyst I/II and a Staff Specialist.
