Job summary

You will apply qualitative and quantitative methods to evaluate program effectiveness and guide complex administrative decisions. Responsibilities include designing studies, modeling long-term needs (3–5 years), and advising leadership.

Qualifications

• At least 1 year of specialized experience at GS-11 level or equivalent.
• Experience designing and conducting studies to assess clinical systems.
• Ability to use qualitative and quantitative techniques to measure program effectiveness.
• Ability to analyze the impact of legislation, directives, or standards and manage resources.
• Ability to develop internal policies and resolve complex administrative problems.

Responsibilities

• Serves as the senior management analyst responsible for evaluating PMRS program effectiveness.
• Applies advanced management and organizational principles to analyze the administrative health of the service.
• Supports regional rehabilitation programs within the current organizational structure.
• Designs and conducts complex management studies to resolve problems in health care delivery.
• Analyzes issues of effectiveness, efficiency, and productivity to develop recommendations for restructuring.
• Uses advanced qualitative and quantitative techniques to interpret data from organizational sources.
• Forecasts long-term workload trends (3-5 years) to anticipate program requirements.
• Evaluates the impact of new legislation or standards on PMRS operations.
• Develops administrative criteria and internal policies to ensure compliance and optimize performance.
• Develops and implements standardized performance metrics for timely administrative support.
• Manages PMRS resources including financial, personnel, and equipment.
• Develops long-range plans and presents them to leadership.
• Approves expenditures for non-recurring items aligned with budgets.
• Reviews proposed legislation/regulations and makes recommendations.
• Represents PMRS at high-level meetings and advises executive leadership.
• Performs supervisory and team leadership with performance plans and feedback.
• Identifies professional development needs and facilitates growth opportunities.
• Performs other related duties as assigned.
• Work Schedule: Monday - Friday - 8:00am - 4:30pm
• Telework: May be authorized for Ad-hoc telework; relocation may be discussed.
