Job summary

Sarasota Housing Authority is seeking a qualified HCV Program Manager to oversee the Housing Choice Voucher program under the HCV Director. The role focuses on audits, SEMAP, PIC reporting, leasing and HAP utilization, and staff leadership to ensure compliant operations.

The position requires a Bachelor’s degree or 5+ years of HCV experience, HUD HQS training, and relevant certifications or the ability to obtain them within 12 months. Strong administrative and communication skills are essential.

Qualifications

• Bachelor’s degree or 5+ years HCV experience; HUD HQS training; HCV certifications or ability to obtain within 12 months of employment.
• At least 5 years of experience in the HCV Program; preferably 2 years of management in the HCV Program.
• Valid Florida driver’s license; pass pre-employment drug screening; eligible for Authority fleet auto insurance.
• Ability to energize and provide leadership to a department serving a diverse, limited-income population.
• Ability to interpret and implement complex federal policies and regulations.
• Ability to analyze administrative systems and develop structures and strategies for high-quality service.
• Skills in sustaining collaboration and teamwork in management.
• Strong commitment to staff development and organizational efficiency.
• Strong organizational and writing skills.
• Ability to manage multiple requirements and meet deadlines.

Responsibilities

• Maintain caseload for all port-ins/port-outs including billing and receipting of payments.
• Train landlord liaison on Waiting List management and serve as back up for managing the waiting list.
• Assist Director in PIC submissions and immediate corrections.
• Assist in developing and administering Agency policies for leased and subsidized housing.
• Assist in evaluating HUD regulations and guidelines for the HCV Program.
• Analyze financial indicators, HR indicators and program performance indicators; develop strategic improvements.
• Collaborate with HCV Director on policy issues, planning, budgeting, and performance measurement.
• Engage with leadership, staff, and stakeholders professionally.
• Implement effective policies and daily operating procedures.
• Ensure staff training and proper documentation of procedures.
• Maintain HUD regulations, notices, and information concerning HCV program.
• Encourage landlord and resident participation through outreach.
• Prepare and administer annual budgets.
• Meet with public groups to stay current on housing matters.
