Job summary

E-Space seeks a Senior Government Contracts Manager to lead full lifecycle government contracting efforts from proposal to closeout, on-site in Arlington, TX. Build strong relationships with BD, PM, Finance, and leadership to ensure compliant, competitive acquisitions.

The ideal candidate has 5–10 years of federal contracting experience, deep knowledge of FAR/DFARS and OTAs, and a track record of managing risk while aligning contract objectives with business growth.

Qualifications

• Bachelor's degree in Business Administration, Contract Management, Supply Chain Management, Finance, Public Administration, Law, or a related field.
• 5-10 years of experience managing federal government contracts, subcontracts, or procurement activities.
• Expertise with FAR, DFARS, and applicable agency supplements.
• Experience with DoD contracts and federal acquisition programs.
• Knowledge of OTAs, including prototype and follow-on production.
• Experience with data rights and DFARS Part 227.
• Proficiency with CLIN structures, contract types, and administration.
• Strong negotiation, communication, and analytical skills.
• Ability to work on-site full-time in Arlington, Texas.

Responsibilities

• Draft, review, negotiate, and administer government prime contracts, subcontracts, teaming agreements, NDAs, and modifications under FAR/DFARS.
• Provide guidance on CLIN structures, pricing, deliverables, and terms for compliant proposals.
• Support capture and proposal efforts through solicitations, compliance assessments, and bid/no-bid analysis.
• Identify flow-down requirements for supplier and subcontractor agreements.
• Review requests and documents for alignment with policies and objectives.
• Maintain contract files throughout the lifecycle.
• Assist with OTA proposal development, negotiation, and administration.
• Monitor OTA guidance and ensure compliance with terms and reporting obligations.
• Negotiate data rights provisions and protect intellectual property.
• Identify risks and support mitigation across the contract lifecycle.
• Support audits and contractor compliance activities as needed.
• Provide guidance on OCIs, ethics, and procurement integrity.
